Complete Guide to FBR Digital Invoicing

How Pakistan's electronic sales tax invoicing works, who must integrate, and how to get from IRIS enrolment to a live FBR invoice number

What is FBR Digital Invoicing?

FBR Digital Invoicing is the Federal Board of Revenue's system for transmitting sales tax invoices electronically, invoice by invoice, at the time they are issued. The invoice data goes to FBR through the Digital Invoicing API run by PRAL (Pakistan Revenue Automation (Pvt.) Ltd, FBR's IT arm). FBR validates the data and, for a valid invoice, returns a unique FBR invoice number that must be printed on the invoice together with a QR code.

Legal basis: Sections 23 and 50 of the Sales Tax Act 1990 and Chapter XIV of the Sales Tax Rules 2006, notified through SRO 69(I)/2025. Integration deadlines were phased by taxpayer category under SRO 709(I)/2025 and later FBR extensions.

The system works by:

  • Receiving each invoice as structured data: seller, buyer, items, HS codes, units, rates and tax amounts
  • Validating the data against FBR's reference lists (HS codes, units, sale types, rates, SROs) and the buyer's registration status
  • Returning a numeric status code for every problem found, at invoice level or item level
  • Issuing an FBR invoice number for each valid invoice and recording it on the IRIS portal

For the step-by-step integration process, see the FBR Digital Invoicing setup guide.

Why It Matters

Digital invoicing replaces month-end data entry with a record that FBR already holds when the return is filed. For the business it means fewer disputes about what was declared; for FBR it means real-time visibility of sales.

For Your Business

  • An FBR invoice number and QR code on every invoice, which buyers increasingly ask for
  • Validation feedback before an invoice is finalised, so errors are caught early
  • Sales data already with FBR when the monthly sales tax return is prepared
  • A clear audit trail of what was submitted and what FBR answered

For the Tax System

  • Real-time visibility of taxable supplies
  • Matching of sales and purchases between registered persons
  • Fewer opportunities for under-declared or fictitious invoices

Non-compliance risk: failure to integrate, or to issue invoices through the integrated system, attracts penalties under Section 33 of the Sales Tax Act 1990, which include monetary penalties and sealing of business premises. See FBR Digital Invoicing penalties.

Who Must Integrate

Integration is being rolled out by category of registered person rather than by a single date. FBR notifies each category and its deadline, and has extended several of them. The categories covered so far include:

Category Basis Where to check the current deadline
Corporate registered persons (companies) SRO 709(I)/2025 and subsequent extensions FBR notification for your category
Non-corporate registered persons (AOPs, individuals) SRO 709(I)/2025 and subsequent extensions FBR notification for your category
Importers, manufacturers, wholesalers and distributors of specified goods Earlier sector-specific notifications under Chapter XIV FBR notification for your sector
Other registered persons notified by FBR Later notifications and extensions FBR Notifications page

Note: deadlines depend on your category and the latest FBR notification. Check the FBR Notifications page or the FBR website for the current position before relying on a date. Businesses not yet covered can integrate voluntarily.

How Digital Invoicing Works: Step by Step

The workflow is the same whether you integrate through PRAL's API directly or through an FBR Licensed Integrator. FinSmart connects through the PRAL API.

1

Enrol on IRIS

Select Digital Invoicing in IRIS, choose PRAL or a licensed integrator, and provide technical contact details. A sandbox token is issued.

2

Test in Sandbox

Submit the sandbox scenarios (SN001–SN028) that FBR assigns to your business nature and sector until each passes.

3

Go to Production

Once the eligible scenarios pass, a production token is issued. Invoices submitted with it are legal tax records.

4

Submit Each Invoice

When an invoice is issued, its data is validated and posted to FBR in real time. FBR returns the FBR invoice number or a numeric error code.

5

Print and Keep Records

Print the FBR invoice number and QR code on the invoice and keep the submission records for six years under the Sales Tax Act.

Tip: validate before you submit. FinSmart sends every invoice to FBR's validation endpoint first and shows the exact error code, so the production submission is made only when the data is clean. See the setup guide.

Key Concepts: NTN, CNIC, HS Codes, PRAL, IRIS

Every digital invoice is built from a handful of identifiers and reference values. Getting these right removes most validation errors.

NTN (National Tax Number)

What: the 7-digit tax number FBR assigns to a registered business or person.

Usage: identifies the seller on every invoice and the buyer when the buyer is registered.

Example: 1234567 (often shown with a check digit as 1234567-8)

CNIC (Computerised National Identity Card)

What: the 13-digit national identity number of an individual.

Usage: identifies an unregistered buyer who is an individual.

Format: 13 digits without dashes in the invoice data (shown as XXXXX-XXXXXXX-X on the card)

HS Code (Pakistan Customs Tariff)

What: the 8-digit product classification code used for customs and sales tax.

Usage: required on every invoice line; the unit of measure must be one FBR accepts for that code.

Format: 1234.5678 (for example 8471.3010)

PRAL and IRIS

PRAL: Pakistan Revenue Automation (Pvt.) Ltd, which operates the Digital Invoicing API that receives and validates invoices.

IRIS: FBR's online portal (iris.fbr.gov.pk) where you enrol for Digital Invoicing, receive tokens, and view, edit or cancel submitted invoices.

Response time: the API answers each submission immediately with the FBR invoice number or an error code.

The 72-hour Correction Rule

Once an invoice has an FBR invoice number it is a tax record, so changes are limited. According to the FBR Digital Invoicing user manual:

  • An invoice can be edited or cancelled on IRIS within 72 hours of submission, or by the end of the month, whichever comes first
  • Item details can be edited once; the invoice header and the FBR invoice number stay fixed
  • Cumulative edits are capped at 10% of the previous month's sales
  • After the window closes, corrections need approval from the Commissioner

Debit notes referencing the original FBR invoice number are supported by the Digital Invoicing API (within 180 days of the original invoice); credit notes are handled on IRIS. See how to edit or cancel an FBR digital invoice.

Setting Up Digital Invoicing with FinSmart

FinSmart brings the invoice form, the FBR reference lookups and the PRAL submission into one screen. Our team guides you through enrolment and sandbox testing before you go live.

Setup Process

  1. Enrol on IRIS and receive your sandbox token
Choose PRAL as the integration mode and provide the technical contact details. We help with this step.
  2. Add your business and tokens to FinSmart
Enter your NTN, address and province, and store the sandbox and production tokens in your profile. Tokens are kept server-side.
  3. Pass the sandbox scenarios
Log in to sandbox mode and submit the scenarios assigned to your business until FBR marks each one successful.
  4. Go live
Add your production token, log in to production mode and start issuing invoices. Each submission asks for confirmation before it is sent.

Result: invoices validated against FBR reference data, submitted in real time, and stored with the FBR invoice number and QR code.

Common Errors and Solutions

Error: buyer registration type does not match

Cause: the invoice says Registered but FBR's record for that NTN says Unregistered, or the NTN or CNIC is mistyped.

Solution:

  • Check the buyer's NTN (7 digits) or CNIC (13 digits) exactly as registered
  • Use the buyer registration check before saving the customer
  • Set the registration type FBR reports, and apply further tax where the buyer is unregistered
  • See the buyer verification guide

Error: no response from FBR, or a timeout

Cause: network problem, an expired or wrong-environment token, or FBR maintenance.

Solution:

  • Check the invoice on the IRIS portal before resubmitting; FBR may have received it
  • Confirm the token belongs to the environment you are logged in to (sandbox or production)
  • In FinSmart a timed-out invoice is locked until you verify it on IRIS, then Force Resubmit sends it again safely; FinSmart does not retry on its own

Error 0077 or 0078: SRO schedule or item serial missing

Cause: the sale type uses a reduced, zero or special rate, which FBR only accepts with the SRO schedule number and item serial.

Solution:

  • Select the SRO schedule and the item serial from FBR's lists for the invoice date
  • Confirm the HS code and unit of measure are the ones FBR links to that sale type
  • See the error code reference

Key Takeaways

  • FBR Digital Invoicing transmits each sales tax invoice to FBR when it is issued, through PRAL's API or a licensed integrator
  • Integration is mandatory by category of registered person; deadlines come from FBR notifications
  • Every valid invoice receives an FBR invoice number that must be printed with a QR code
  • Sandbox scenarios must pass before a production token is issued
  • Edits and cancellations are limited to the 72-hour window on IRIS
  • Correct NTN, CNIC, HS code, unit and SRO values prevent most validation errors
