What is Buyer Verification?

Every invoice sent to FBR through the PRAL Digital Invoicing API carries the buyer's identifier (NTN or CNIC) and the buyer's registration type: Registered (a sales tax registered person) or Unregistered. FBR's Digital Invoicing API provides a registration-type lookup for a buyer's NTN or CNIC. Getting these two fields right determines how the invoice is taxed (for example, further tax applies to unregistered buyers) and whether FBR accepts it.

How It Works

  1. You enter the buyer's NTN (7 digits) or CNIC (13 digits) on the customer record
  2. The registration type is checked with FBR's service (FinSmart does this in real time when you save the customer or build the invoice)
  3. Result:
    • ✅ Registered: the buyer is a sales tax registered person; normal sales tax applies
    • ✅ Unregistered: the invoice is still valid, but the buyer registration type must be set to Unregistered and further tax (default 4%) applies
    • ❌ Invalid format or mismatch: FBR returns a numeric error code at validation (for example an invalid buyer registration number or registration type) and the invoice is not accepted until it is corrected
  4. If validation fails: correct the buyer details and validate again before submitting. Nothing has been recorded at FBR until the invoice is accepted.

Common Buyer Verification Errors

❌ Error 1: Wrong NTN or CNIC Format

Fix: An NTN is 7 digits (e.g., 1234567); a CNIC is 13 digits. No spaces, dashes or extra characters. FBR rejects malformed identifiers with a numeric error code.

❌ Error 2: Wrong Registration Type

Fix: Marking an unregistered buyer as Registered (or the reverse) causes a mismatch with FBR's records. Use the registration-type check and apply further tax for unregistered buyers.

❌ Error 3: Buyer Equals Seller

Fix: FBR does not allow self-invoicing. The buyer's registration number must differ from the seller's.

❌ Error 4: Government or Withholding-Agent Buyer

Fix: Government departments and some withholding agents use an FTN instead of an NTN. Record the FTN on the customer and use the correct sales tax withheld at source option (none, 1/5, 1/10 or full) for that buyer.

How to Check a Buyer Before Invoicing

Before invoicing:

  1. Ask the buyer for their NTN (7 digits) or CNIC (13 digits), and their STRN if they are sales tax registered
  2. Check their status with FBR's online verification services at fbr.gov.pk (taxpayer profile inquiry and the Active Taxpayer List)
  3. Record the buyer's registration type (Registered or Unregistered) on the customer record
  4. Copy the name and identifier exactly as registered
  5. Validate the invoice against FBR before submitting it
