HS Code & UoM Mapping for FBR Digital Invoicing — Complete Guide

Published: 3 November 2026 | Updated: 5 November 2026 | Reading time: 12 minutes | Published by the FinSmart Team

Every item on an FBR digital invoice carries two reference values: an HS code (the product classification) and a unit of measure (UoM). FBR validates both against its own reference data, so a wrong code or unit stops the invoice. This guide explains what the two values are, how to find them, and gives examples for pharma, textile, FMCG and retail.

Quick answer:

What is an HS Code?

Definition

HS = Harmonized System, the international product classification maintained by the World Customs Organization. Pakistan uses the first six digits of the international code and adds two national digits, giving the 8-digit Pakistan Customs Tariff (PCT) code that FBR's Digital Invoicing API expects.

Format: 8 digits, written as 1234.5678 (for example 8516.7200).

What Each Part of the Code Means

Digits Level Example (8516.7200)
First 2 Chapter 85: electrical machinery and equipment
First 4 Heading 8516: electric heating appliances for domestic use
First 6 Subheading (international) 8516.72: toasters
All 8 Pakistan tariff line 8516.7200: the line used on the invoice

Why HS Codes Matter for FBR

What is UoM (Unit of Measure)?

Definition

UoM (unit of measure) is the unit in which the quantity on the invoice line is expressed. FBR publishes a list of units and, for each HS code, the units that may be used with it. The UoM on the invoice must be one of the units FBR lists for that HS code; a unit from outside that list is rejected.

Units of Measure FBR Uses (Examples)

These are examples of units that appear in FBR's reference data. The names below are how FBR writes them; the units allowed for your product depend on its HS code.

FBR unit Meaning Typical use
Numbers, pieces, units Countable items Garments, tablets by pack, appliances, toys
KG Kilograms Sugar, rice, yarn, chemicals, potassium chlorate
MT Metric tonnes Bulk commodities, steel
Meter Metres Fabric, cable, pipe
Square Metre Square metres Tiles, sheet material
Liter Litres Edible oil, beverages, fuel
Dozen Twelve pieces Packed consumer goods
Pair Two pieces Footwear, gloves
SET Set Furniture sets, tool kits
Bag Bags Cement and similar packed goods

Unit names such as PCS, MTR or LTR that you may use internally are not FBR unit names. Software must send the unit exactly as FBR lists it.

How to Find the Correct HS Code

Method 1: FBR's HS Code Reference Data (Recommended)

The Digital Invoicing API run by PRAL (Pakistan Revenue Automation (Pvt.) Ltd, FBR's IT arm) provides lookups for HS codes, the units of measure allowed for each HS code, sale types and tax rates. Integrated software reads these lists directly from FBR, so the codes you pick are the codes FBR will accept.

  1. Search the HS code list by product description or code
  2. Choose the most specific 8-digit line that describes the product
  3. Pick the UoM from the units FBR lists for that HS code
  4. Select the sale type; FBR returns the rate that applies for that sale type and date

Method 2: The Pakistan Customs Tariff

  1. FBR publishes the Pakistan Customs Tariff (First Schedule to the Customs Act) on fbr.gov.pk
  2. Find the chapter for your product and read down to the 8-digit line
  3. Confirm the same code appears in the Digital Invoicing HS code list before using it on invoices

Method 3: Ask Your Supplier or Customs Agent

If you import or resell goods, the HS code is usually already on:

Method 4: HS Code Lookup in FinSmart

FinSmart loads FBR's HS code list from the Digital Invoicing API and caches it on the server (refreshed every two hours) so the invoice form opens quickly; a "Refresh list" button forces a fresh fetch. You search the list, select the code, and FinSmart then loads the units of measure FBR allows for that HS code. FinSmart does not guess or classify products for you; the choice of code stays with you.

Industry-Specific HS Code Examples

The codes below are illustrative headings to show the format and the kind of unit FBR expects. Confirm the exact 8-digit line in FBR's HS code list before using it, and check the current schedule or SRO for the rate that applies to your product.

💊 PHARMACEUTICAL INDUSTRY

Product HS heading (illustrative) Typical UoM Rate Notes
Tablets and capsules (medicaments in measured doses) 3004.xxxx Numbers, pieces, units Check the current schedule/SRO Many drugs are listed in the Eighth Schedule; sandbox scenario SN025 covers fixed-rate drugs
Injectables and vaccines 3002.xxxx / 3004.xxxx Numbers, pieces, units Check the current schedule/SRO Quantity is usually the number of vials or packs
Syrups and liquid medicines 3004.xxxx Numbers, pieces, units or Liter Check the current schedule/SRO Use the unit FBR lists for the chosen line
Ointments and creams 3004.xxxx Numbers, pieces, units or KG Check the current schedule/SRO Registered with DRAP; keep the product name consistent with the registration
Vitamins and supplements 2106.xxxx or 3004.xxxx Numbers, pieces, units Check the current schedule/SRO Classification depends on whether the product is a registered drug or a food supplement

👗 TEXTILE & APPAREL

Product HS heading (illustrative) Typical UoM Rate Notes
Woven cotton fabric 5208.xxxx Meter, Square Metre or KG Check the current schedule/SRO Pick the unit your trade uses from the ones FBR lists for the line
Men's cotton shirts 6205.xxxx Numbers, pieces, units Standard rate 18% unless listed otherwise Finished garments for local sale
Women's garments 6204.xxxx Numbers, pieces, units Standard rate 18% unless listed otherwise Use a separate line for each product type
Spun yarn (cotton or polyester) 5205.xxxx / 5509.xxxx KG Check the current schedule/SRO Sandbox scenario SN009 covers cotton ginners' supplies to spinners
Bed linen 6302.xxxx Numbers, pieces, units or SET Standard rate 18% unless listed otherwise Sets are invoiced as one unit each

Exports are zero-rated on a separate sale type; the HS code stays the same. Check the current schedule or SRO for any reduced rate on local textile supplies.

🥫 FMCG / FAST-MOVING CONSUMER GOODS

Product HS heading (illustrative) Typical UoM Rate Notes
Sugar 1701.xxxx KG Check the current schedule/SRO Sugar rates have changed several times; follow the rate FBR returns for the date
Rice 1006.xxxx KG Check the current schedule/SRO Basmati and other rice have separate lines
Edible oil 1507.xxxx to 1515.xxxx Liter or KG Check the current schedule/SRO Palm, soybean and sunflower oils fall under different headings
Tea 0902.xxxx KG Standard rate 18% unless listed otherwise Packed tea is often a Third Schedule item taxed on retail price
Aerated beverages 2202.xxxx Liter or Numbers, pieces, units Standard rate 18% unless listed otherwise Third Schedule item: tax on printed retail price; FED may also apply
Biscuits and snacks 1905.xxxx KG or Numbers, pieces, units Standard rate 18% unless listed otherwise Third Schedule treatment applies to many packed snacks
Detergents 3402.xxxx KG or Numbers, pieces, units Standard rate 18% unless listed otherwise Retail packs are Third Schedule items

🏪 RETAIL / GENERAL MERCHANDISE

Product HS heading (illustrative) Typical UoM Rate
Footwear 6401.xxxx to 6405.xxxx Pair Standard rate 18% unless listed otherwise
Wooden furniture 9403.xxxx Numbers, pieces, units or SET Standard rate 18% unless listed otherwise
Lighting fittings 9405.xxxx Numbers, pieces, units Standard rate 18% unless listed otherwise
Toys 9503.xxxx Numbers, pieces, units or SET Standard rate 18% unless listed otherwise
Printed books 4901.xxxx Numbers, pieces, units Check the current schedule/SRO (many books are exempt)

Common HS Code Mistakes (and How to Avoid Them)

Mistake Why It's Wrong Correct Approach
Wrong format or a typo
Example: 8516.72 (6 digits) or 8516.720 (7 digits) instead of 8516.7200
FBR does not find the code in its list and returns an item-level error. No FBR invoice number is issued. Always send the full 8-digit code as 1234.5678. Select it from FBR's list instead of typing it.
Using a 6-digit international subheading instead of the 8-digit Pakistan line
Example: 3004.90 instead of the specific 3004.xxxx line
The code is not a valid Pakistan tariff line. Read down to the 8-digit line in the Pakistan Customs Tariff or FBR's list.
One code for several different products
Example: one garment line for shirts, trousers and bed linen
Rates and schedule entries differ by line; the wrong line can mean the wrong rate. Give each product its own category and HS code in your product master.
UoM not allowed for the HS code
Example: fabric in "Numbers, pieces, units" when FBR lists Meter and KG for the line
FBR returns error 0099 (unit of measure not valid for the HS code). Pick the unit from the list FBR returns for that HS code.
HS code not valid for the sale type
Example: a reduced-rate line submitted under "Goods at Standard Rate"
FBR returns an item-level error such as 0052; reduced, zero and exempt items also need the SRO schedule and item serial (errors 0077 and 0078 when missing). Match the sale type to the schedule the goods are listed in and fill the SRO fields.

The Digital Invoicing API has no batch-number or expiry-date fields. FBR does not reject invoices for missing batch numbers; those details belong on your delivery documents and DRAP records, not the FBR payload.

Rate Categories FBR Uses

Rates change through the Finance Act and SROs. The rate FBR returns for the sale type and invoice date is the one to use; check the current schedule or SRO when in doubt.

Category Legal basis Rate Notes
Standard rate Section 3, Sales Tax Act 1990 18% Default for goods not listed in a schedule or SRO
Reduced rate Eighth Schedule and SROs Lower than standard; varies by item Item needs the SRO schedule number and item serial on the invoice
Zero-rated Fifth Schedule (exports and listed goods) 0% Separate sale type; input tax remains adjustable
Exempt Sixth Schedule No sales tax Separate sale type; SRO schedule and item serial required
Third Schedule goods Third Schedule Standard rate on printed retail price The fixed/notified retail value field must be filled

Using FinSmart for HS Code Management

How HS codes and units work in FinSmart:

  1. Create a category and attach its HS code, chosen from FBR's HS code list
  2. Create the product under that category with its description and UoM
  3. On the invoice, pick the product; the HS code and UoM come from the product master
  4. Select the sale type; FinSmart fetches the rate FBR returns for that sale type and invoice date
  5. For reduced, zero-rated or exempt items, pick the SRO schedule and item serial from FBR's lists
  6. Click "Validate FBR Invoice" to see FBR's item-level feedback before you submit

Validation feedback shows the error code and the item it belongs to, so a wrong code or unit is corrected before the invoice reaches FBR.
