FBR Digital Invoicing for Pharma Distributors — Complete Compliance Guide
Pharmaceutical distributors work under two regulators at once, carry many products with reduced or exempt sales tax treatment, and sell to hospitals, pharmacies and government buyers with different registration status. This guide covers what pharma businesses need to know about FBR Digital Invoicing.
The pharmaceutical industry is regulated on two fronts: FBR (tax compliance) and DRAP (the Drug Regulatory Authority of Pakistan). The FBR Digital Invoicing API carries tax data only; it has no batch-number or expiry-date fields. Batch and expiry records are kept for DRAP in your own stock system, while the FBR invoice carries the HS code, unit of measure, quantity, value and tax for each item.
Who Must Comply: Pharma Businesses
Digital Invoicing applies to sales-tax registered persons by category, under SRO 69(I)/2025 and the phased deadlines in SRO 709(I)/2025 and later FBR extensions. Whether your business must integrate, and by when, depends on your business category and the latest FBR notification; check your IRIS profile and our FBR Notifications page. Pharma businesses commonly in scope include:
- Pharmaceutical manufacturers
- Pharma wholesalers and distributors
- Hospital and institutional suppliers — often invoicing government buyers (FTN) and withholding agents
- Retail pharmacy chains — as their category is notified
Pharma-Specific FBR Requirements
What the FBR Invoice Carries
Every item on a pharma invoice needs:
| Field | Format | Example |
|---|---|---|
| HS Code | 8-digit code from the FBR list (Chapter 30 for medicaments) | 3004.xxxx (look up the exact code in FinSmart) |
| Unit of Measure | From FBR's UoM list for that HS code | PCS, BOX, KG |
| Quantity and Rate | Numeric | 10,000 capsules at Rs 5 each |
| Sales Tax Treatment | Rate for the HS code and sale type, with the SRO schedule and item serial where a reduced rate or exemption applies | Check the current schedule/SRO |
| Buyer NTN or CNIC | NTN 7 digits, CNIC 13 digits, FTN for government buyers | Registration type checked in real time |
Batch and expiry? Not part of the FBR payload. Keep them in your own records for DRAP. If you want them on the printed invoice, add them to the item description.
HS Codes for Pharma
| Product Type | HS Heading | Tax Treatment |
|---|---|---|
| Tablets / Capsules / Syrups / Creams (medicaments in dosage form) | 3004 | Many are reduced-rate or exempt — check the current schedule/SRO for the exact code |
| Vaccines, blood products, immunological products | 3002 | Check the current schedule/SRO |
| Bulk medicaments (not in dosage form) | 3003 | Check the current schedule/SRO |
| Dressings, bandages, first-aid | 3005 | Check the current schedule/SRO |
| Vitamins / Supplements | 2936 or 3004 depending on the product | Standard 18% unless a schedule/SRO says otherwise |
| Diagnostic kits and reagents | 3822 | Check the current schedule/SRO |
Headings are shown for orientation only. The invoice needs the full 8-digit HS code; look it up in FinSmart's HS code list, which is loaded from FBR reference data, and confirm the rate for that code and sale type in the current Sales Tax Act schedules and SROs. Where a reduced rate or exemption applies, select the SRO schedule and item serial on the invoice item.
Pharma Invoice Scenarios
Scenario 1: B2B Distribution (Hospital Supply)
Example: Pharma distributor sells antibiotics to a hospital
| Field | Value |
|---|---|
| Seller NTN | Your NTN (distributor) |
| Buyer NTN | Hospital NTN |
| Product | Amoxicillin Capsule 500mg |
| HS Code | 3004.xxxx (8-digit code from the FBR list) |
| Buyer Registration Type | Registered (checked in real time); FTN if a government hospital |
| Quantity | 10,000 capsules |
| UoM | PCS (pieces) |
| Unit Rate | Rs 5 per capsule |
| Tax Rate | As per the current schedule/SRO for the HS code; SRO schedule and item serial selected if reduced or exempt |
| Sales Tax Withheld | If the hospital is a withholding agent, select the withholding fraction (1/5, 1/10 or full) on the item |
| Total | Rs 50,000 excluding tax, plus sales tax at the applicable rate |
Scenario 2: Retail Supply (Pharmacy)
Example: Pharma distributor supplies a retail pharmacy
- Same structure as B2B, but the buyer is a retail pharmacy with its own NTN, or a CNIC if unregistered
- Tax treatment follows the HS code, not the buyer; if the pharmacy is unregistered, further tax (default 4%) applies on top
- Key difference: The pharmacy's own sales to consumers are its responsibility, not yours
Common Pharma Mistakes
| Mistake | Why It's Wrong | Fix |
|---|---|---|
| Using a general HS code instead of the specific 8-digit code | May apply the wrong tax treatment; FBR validation rejects a code that is not in its list. | Pick the code from FinSmart's HS code list (loaded from FBR reference data). |
| Applying the standard 18% rate to a medicine listed at a reduced or exempt rate (or vice versa) | FBR validation rejects a rate that does not match the sale type, or the invoice carries the wrong tax. | Check the current schedule/SRO for the code. FinSmart shows FBR's rate list by sale type and date, and the SRO schedule and item serial fields. |
| Wrong buyer registration type | Further tax missed on an unregistered buyer, or applied wrongly to a registered one. | FinSmart checks the registration type in real time when you enter the NTN or CNIC. |
| Missing withholding on a government or withholding-agent buyer | The invoice does not reflect sales tax withheld at source. | Use FTN for government buyers and select the withholding fraction on the item. |
| Including a controlled substance without the required declaration | May trigger DRAP audit or FBR scrutiny. | Follow DRAP and FBR guidelines for controlled drugs. Document buyer authorisation. |
| Invoices not matching stock and batch records | Audit discrepancy for both DRAP and FBR. | Reconcile invoices with warehouse and batch records before and after invoicing. |

FAQ: Pharma & FBR
Q: Does the FBR invoice need a batch number?
A: No. The Digital Invoicing API has no batch or expiry fields. Keep them in your own records for DRAP; you can add the batch to the item description if you want it printed.
Q: What if I need to correct or cancel a submitted invoice?
A: Edit or cancel it on the IRIS portal within the 72-hour window (or by month end, whichever comes first). Item details can be edited once; the FBR invoice number stays the same. After the window, corrections need Commissioner approval.
Q: Do I track cold chain (temperature) on the FBR invoice?
A: No. FBR does not track temperature; DRAP does. Maintain separate cold chain records for the drug regulator.
Q: Can I use the same HS code for different dosage forms?
A: Only if they fall under the same 8-digit code. Check each product's code in the FBR HS list; the unit of measure list in FinSmart depends on the HS code chosen.
