Tax Return Deadlines in Pakistan: Sales Tax, Income Tax and Withholding
Why Tax Deadlines Matter in Pakistan
The Federal Board of Revenue (FBR) sets tax return deadlines for registered businesses, sole proprietors, associations of persons (AOPs) and companies. Missing a deadline can lead to:
- Penalties: under section 33 of the Sales Tax Act 1990 for sales tax matters and section 182 of the Income Tax Ordinance 2001 for income tax matters
- Default surcharge: charged on tax paid late
- Active Taxpayer List (ATL) status: a late income tax return can affect your ATL status, which in turn affects the withholding rates others apply to you
- Audit selection: late or missing returns are a risk indicator in FBR's audit selection
This guide sets out the main recurring deadlines, what each return covers, and where to check for extensions. Use it as your tax calendar reference and confirm each date against the current FBR notification.
Tax Deadlines at a Glance
| Due Date | Obligation | Law | Who Files |
|---|---|---|---|
| 18th of the following month (payment by the 15th) | Monthly sales tax return | Sales Tax Act 1990, section 26 | Every sales-tax-registered person |
| 20th of the month following each quarter | Quarterly withholding statements | Income Tax Ordinance 2001, section 165 | Withholding agents (employers, companies, AOPs and others required to withhold) |
| 30 September | Annual income tax return (tax year ending 30 June) | Income Tax Ordinance 2001, section 118 | Individuals and AOPs |

FBR announces extensions by notification. An extended date applies only to the return and period named in the notification.
Key Deadlines Explained
1. Monthly Sales Tax Return: 18th of the Following Month
Filed on: IRIS (iris.fbr.gov.pk)
Every sales-tax-registered person files a monthly return covering the previous month's supplies and purchases. The tax payable is deposited by the 15th and the return is submitted by the 18th. For businesses integrated with Digital Invoicing, the invoices transmitted to FBR already appear on IRIS, so the return must agree with them.
What to include:
- Taxable, zero-rated and exempt supplies, with output tax at the standard rate of 18% or the reduced rate the schedule or SRO allows
- Input tax on purchases supported by valid suppliers' invoices
- Sales tax withheld at source where you are the withholding agent, and further tax on supplies to unregistered buyers
- Debit and credit notes issued or received during the period

2. Income Tax Return: 30 September (Individuals and AOPs), 31 December (Companies)
📅 Companies: 31 December for a June year-end (companies with a special tax year file by the date that applies to that year)
The annual income tax return is the deadline FBR most often extends by notification. Do not assume an extension; file by the statutory date unless a notification says otherwise.
What you need:
- Total sales for the year, agreed to your sales tax returns and invoices
- Expense records (rent, utilities, salaries, purchases)
- Bank statements for all business accounts
- Advance tax challans and withholding certificates to claim as credit
- Wealth statement (individuals)
3. Withholding Statements: Quarterly, by the 20th of the Following Month
Covers: tax withheld from salaries, suppliers, contractors and services during the quarter
Withholding agents deposit the tax they withhold within the time the rules prescribe and report it in quarterly statements under section 165 of the Income Tax Ordinance 2001.
Who files:
- Employers (tax withheld from salaries)
- Companies and AOPs paying suppliers and service providers
- Companies paying dividends
- Any other person the Ordinance names as a withholding agent
4. Advance Tax: Quarterly Instalments
Amount: based on the previous year's tax and current turnover
Advance tax is paid in quarterly instalments and credited against the final tax liability in the annual return. Keep every challan; the credit is lost if it is not claimed.
Late Filing: Penalties & Consequences
| Obligation Missed | Legal Basis | Consequence |
|---|---|---|
| Monthly sales tax return filed late | Section 33, Sales Tax Act 1990 | Monetary penalty; default surcharge on any tax paid late |
| Income tax return filed late | Section 182, Income Tax Ordinance 2001 | Monetary penalty; Active Taxpayer List status affected until the return is filed and any surcharge paid |
| Withholding statement filed late | Section 182, Income Tax Ordinance 2001 | Monetary penalty for each statement |
| Failure to integrate with Digital Invoicing when notified | Section 33, Sales Tax Act 1990 | Monetary penalties and, for continued non-integration, sealing of business premises |
How to Avoid Missing Deadlines
✅ Deadline Management Checklist
- Diary the dates: the 15th and 18th every month, the 20th after each quarter, 30 September or 31 December for the annual return
- Keep invoice records current: every sale invoiced when it happens, with its FBR invoice number
- Reconcile monthly: agree the invoices issued to the digital invoices on IRIS before the return is prepared
- Use a tax advisor: a registered tax practitioner can file on your behalf and watch for extensions
- File on IRIS: returns are filed on FBR's IRIS portal; keep the acknowledgement
- Watch for notifications: FBR extends dates by notification; check fbr.gov.pk or the FBR Notifications page before each deadline

- Invoice records: every invoice with its FBR invoice number, buyer registration type, rates, further tax, withholding and SRO fields
- Dashboard totals: total invoiced and total tax for any month or custom date range, filtered by FBR status, to agree with the sales tax return
- FBR Notifications page: SROs and circulars from fbr.gov.pk, searchable, so date extensions and rate changes are easy to find
- Audit trail: the activity log and server-side FBR audit logs show what was submitted and when

FAQ: Common Deadline Questions
Q: What if I miss the income tax return deadline?
A: File as soon as possible. A penalty under section 182 applies, and your Active Taxpayer List status may be affected until the return is filed and any surcharge paid. If FBR has extended the date by notification, the extended date applies.
Q: Can I file sales tax returns quarterly instead of monthly?
A: Registered persons file monthly unless the Sales Tax Rules allow a different period for their category. Check with your tax advisor.
Q: Do I need to file if my business had no sales in a month?
A: Yes. A registered person files a nil return for the period. Missing returns are a risk indicator in FBR's audit selection.
Q: How do I know if a deadline has been extended?
A: FBR announces extensions by notification or circular on fbr.gov.pk. Our FBR Notifications page lists them. Do not assume an extension until it is published.
Ready to Stay Compliant?
Tax deadlines in Pakistan follow a steady rhythm: the 15th and 18th every month, the 20th after each quarter, and the annual return by 30 September or 31 December unless FBR extends it. Good invoice records make each return quicker to prepare.
FinSmart keeps every invoice with its FBR invoice number and gives you the period totals to agree with your return, so the monthly figures are ready when your tax advisor needs them.
