FBR Digital Invoicing Deadline 2026 — Who Must Comply & When
FBR has made electronic (digital) invoicing mandatory for notified categories of sales tax registered persons in Pakistan. The deadline for your business depends on the category you fall in and on the latest FBR notification. This guide explains the legal basis, how to find out whether you are covered, and what to do next. Understanding FBR penalties and the 72-hour rule for corrections is also important.
If your business is in a notified category and is not yet integrated, Section 33 of the Sales Tax Act 1990 provides penalties, including sealing of business premises for non-integration. Use this guide to confirm your position and take action.
Quick Status: Are You Mandated?
| Question | Where to Check | What It Means |
|---|---|---|
| Is my business category notified? | SRO 709(I)/2025 and later FBR extensions; the FBR Notifications page | Integration deadlines were phased by taxpayer category. Your category sets your deadline. |
| What is my deadline? | The latest FBR notification for your category | FBR has extended deadlines more than once. The most recent notification applies. |
| Am I enrolled on IRIS? | IRIS (iris.fbr.gov.pk) → Digital Invoicing | Enrolment, sandbox token and production token are managed on IRIS. |
| Have I passed the sandbox scenarios? | IRIS sandbox status | The production token is issued after the scenarios eligible for your business nature and sector pass. |
FBR Digital Invoicing: Legal Framework
Sections 23 and 50
Section 23 sets out the requirements for tax invoices; section 50 gives FBR the power to make rules, including rules for electronic invoicing.
Sales Tax Rules 2006, Chapter XIV (Electronic Invoicing)
Notified the electronic invoicing rules: integration with FBR's system through the Digital Invoicing API (directly or through a Licensed Integrator), transmission of invoices when issued, and the FBR invoice number and QR code on each invoice.
Phased Integration by Taxpayer Category
Set integration deadlines phased by taxpayer category (for example corporate and non-corporate registered persons). Later FBR notifications extended some of these deadlines.
Check the Latest Notification
FBR has issued further notifications and circulars adjusting the deadlines. Do not rely on a date you read elsewhere: confirm your category's current deadline on the FBR Notifications page or fbr.gov.pk.
Who Is Mandated?
✓ NOTIFIED CATEGORIES (Deadline Depends on Category)
- Sales tax registered persons in the categories notified under SRO 709(I)/2025 and later notifications — typically phased by whether the registered person is corporate or non-corporate, and by sector
- Manufacturers, importers, distributors, wholesalers and retailers who are sales tax registered fall under the phased categories; the exact deadline for each is set by FBR
- Sector-specific requirements may apply under separate SROs
Take action now using software that connects to the PRAL Digital Invoicing API:
- Enrol for Digital Invoicing on IRIS
- Obtain your sandbox token and pass the eligible sandbox scenarios (SN001–SN028)
- Receive your production token
- Connect FinSmart (or other integrated software) and start transmitting invoices when issued
- Contact your Regional Tax Office if you have received a notice
⏱ NOT YET NOTIFIED
- If your category is not yet in a notification, you can still enrol voluntarily and test in the sandbox
- Monitor FBR notifications — categories are added over time
✗ NOT COVERED
- Persons not registered for sales tax — the rules apply to sales tax registered persons
- Exemptions: check the latest FBR notification for any exclusions
Penalties for Non-Compliance
Section 33 of the Sales Tax Act 1990
| Situation | Consequence under Section 33 |
|---|---|
| Not integrating when required | Monetary penalties and, for continued non-integration, sealing of business premises |
| Issuing invoices that do not meet the electronic invoicing rules | Monetary penalties per the Act; the buyer may also be unable to claim input tax on a non-compliant invoice |
| Repeated or deliberate non-compliance | Further action under the Act, including audit |
Penalty amounts are set in the Act and in FBR notifications and change over time; we do not quote figures here. See our penalties guide for the structure.
Integration is straightforward once you are enrolled on IRIS. Sandbox testing lets you prove your setup before any production invoice is sent.
How to Check Your Deadline
Step 1: Confirm Your Registration Status
Ask yourself:
- Am I registered for sales tax? → The electronic invoicing rules apply to sales tax registered persons
- Is my business a company (corporate) or an individual/AOP (non-corporate)? → Deadlines were phased by this distinction
- What is my sector? → Some sectors have specific requirements
Step 2: Find Your Category in the Latest Notification
Read SRO 709(I)/2025 and the later FBR notifications that extended it. The FBR Notifications page lists SROs and circulars from fbr.gov.pk and can be searched.
Step 3: Check Your IRIS Status
- Go to IRIS: https://iris.fbr.gov.pk
- Log in with your credentials
- Check your Digital Invoicing enrolment status
- If you are in a notified category and not enrolled → enrol now
Step 4: Review Latest SROs
FBR updates compliance rules via SROs and circulars. Check:
- IRIS portal (enrolment and status)
- FBR website (SROs and circulars)
- FinSmart FBR Notifications page (searchable list synced from fbr.gov.pk)

Don't Get Left Behind
If you are a sales tax registered person in a notified category, FBR Digital Invoicing is mandatory and your deadline is set by the latest FBR notification. Waiting puts your business at risk of penalties under Section 33, including sealing of premises.
Action: Enrol on IRIS, pass the eligible sandbox scenarios, and go live. The FinSmart team guides you through each step.
